  • Radar Simulator Course
  •  This is the second radar course which is an application of the basic principles and use of radar at sea as an aid to navigation and as instrument for collision avoidance. A review on the Rules of the Road with emphasis on steering and sailing rules and practical exercises on reflection plotting, position fixing, set and drift calculation and leeway application to compensate the effect of the current are also included. This is intended for deck officers who have already taken the ROC module

  • Ship Simulator and Bridge Teamwork
  •  This teaches Deck Officers in handling various ship models in the open sea, channels & in the anchorage area. This would help them become competent Watchkeeping Officers through the theoretical presentation and practical exercises on the Steering/ Shiphandling simulator model. Topics include the International Rules of the Road, and review of the basic theories of shiphandling, anchoring and mooring work. Emphasis is given on teamwork are all of the practical exercises.

    Trim and Stability
  •  This module will prepare Deck Officers, preferably 2nd and Chief Mates for shipboard duty on a bulk carrier as Chief Officers. Module contents may also apply to other types of vessels. The training covers finding displacements from draft readings, computation of ship's trim and stability, shearing force and bending moments. Preparation of preliminary loading plan for light and heavy cargo on limited drafts, loading sequence, change of drafts, change of drafts and trim due to density consumption. A review on load line markings, load line zones and minimum stability criteria is also done.

    Shore-Based Firefighting
  •  The course covers the training required in Regulation V/I paragraph I that states' officers and ratings assigned specific duties and responsibilities related to cargo or cargo equipment on tankers shall have completed an approved shore-based firefighting course in addition to the training required by regulation VI/I of STCW-78 Convention as amended in 1995.
  • General Tanker Familiarization

    General Operators' Course
  •  For Deck and Radio officers to acquire practical and technical knowledge in radio communications on INMARSAT-A, INMARSAT-C, VHF, MF, and HF equipments, Enhanced Group Call (EGC), Digital Selective Calling (DSC), General Principles of Narrow Band Direct Printing (NBDP), telex and the functions, operation, and characteristics of other radio equipments (e.g. NAVTEX, EPIRBS, SART VHF portable radio).

    MARPOL 73/78 Annex I
  •  This course provides training for masters, deck officers and engine officers. The first part of the course explains the purpose and arrangement of the convention and its six annexes, and provides detailed guidance on the Annex I requirements applicable to machinery spaces of a ships. Part two covers Annex I requirements applicable to oil tankers and the tank washing, cargo and ballast operations onboard oil tankers.

  •  This course provides training for masters and deck officers of chemical tankers. This is also offered to chemical terminal operators and for those working in the cargo or chartering departments of chemical tanker operators. The course explains the criteria used for categorizing Noxious Liquid Substances according to the hazard they present to environment, the ship types in which they may be carried and the condition in which they may be discharged.

    Safety at Sea Courses

    These are mandatory basic safety courses imposed by the International Maritime Organization (IMO) as per Standards of Training, Certifications for Watchkeeping (STCW) Convention of 1995 for prospective seafarers and experience seamen regardless of rank or position. These are also open to other interested individuals. All trainees must be physically fit to undergo rigorous activities and must be at least 18 years old. Trainees will receive 5 certificates after passing/completing all training requirements both theoretical (40%) and hands-on (60%). TOTAL FEE for SOLAS Course is P2,180.00.

    Personal Safety and Social Responsibility (PSSR)
  •  The course aims to supplement the knowledge and skills gained by trainees on basic safety concepts and techniques. General subject areas cover minimum requirements for familiarization, basic safety training and instruction for all seafarers as prescribed in Regulation VI/1, Section A-VI/1-4 of the STCW as amended in 1995. Specific topics covered include emergency procedures, personal safety in relation to his work environment, marine environment pollution prevention, alcohol and drug abuse and safe working practices and effective human relationships onboard ships. Other concepts such as social responsibilities vis-a-vis personal responsibility are also discussed. Course intake limit is 24 trainees per class and course duration is 16 hours.

    Elementary First Aid
  •  Prepares trainees to possess adequate practical knowledge and skills in first aid to cope with emergency conditions on board and anywhere they may be. Emergencies occur when these are least expected regardless of time and location. Trainees' proficiency of first aid could mean the difference between temporary and permanent disability and between rapid recovery and long hospitalization of those around them.

    Fire Prevention and Fire Fighting
  •  This provides trainees with theoretical and practical knowledge on basic fire fighting on board ships. This will also enable trainees to react appropriately in the event of an outbreak of fire, take proper measures for the safety of personnel and of the ship and to use the fire equipment correctly. The knowledge and skills acquired by the trainees will enable them to identify and correct defects thus preventing fire from occuring.

    Proficiency in Survival Craft & Rescue
  •  This provides trainees with practical knowledge and skills on survival crafts and rescue boats, enabling them to take charge in the preparation, launching and embarkation of the said equipment. This will prepare the trainees to manage a boat under roars or motor and take charge of an inflatable life rafts or rescue boats & the correct use of all survival equipment and the actions to take in preserving the lives of those in their charge.

    Personal Survival Techniques
  •  Prepares trainees to possess practical knowledge and skills on personal survival techniques and enhance their ability to react in a correct manner during an emergency situations, take correct survival measures for his own survival and that of others and use survival equipment correctly. Trainees will also acquire knowledge which in some instances will enable them to identify and correct defects thereby preventing emergencies.

    Senior Cadets' Simulator Familiarization Program
  •  This is the NMP's response to the lack of necessary training and exposure of cadets to advanced equipment and instructional materials. Deck and engine cadets from PAMI-member maritime schools are recipients of this one- month training program to satisfy the necessary skills requirement of deck and engine cadets prior to shipboard employment by providing them with real- life experience of ship procedures and practices.
  • Safety of Life at Sea Course for Fishermen, Small Boat Operators and Handlers
  •  Aimed at promoting sea safety in the coastal waters of Tacloban City and the surrounding communities, the SOLAS course for fishermen, motorboat operators and handlers is conducted quarterly at the NMP, with coordination and support from the Rotary Club of Tacloban, the Phil. Coast Guard (PCG) and the Maritime Industry Authority (MARINA). This special training program also provides for the training needs of the seaside communities of the 6 provinces of Region 8.
  • Training Course for Instructors
  •  The Training Course for Instructors is based on IMO Model Course 6.09 to provide a venue and medium for the review and improvement of current training techniques. This course affords measures to achieve prescribed standards of competence required by regulatory bodies of those responsible for educating and training seafarers. This special training program is available to maritime education instructors coming from PAMI-member schools all over the country as a result of a MOA signed between the Philippine Association of Maritime Institutions (PAMI) and the NMP.

    Benchmarking the Maritime Training Centers in the Philippines

    Brief Description:

    The study aimed to benchmark the practices and processes of the different maritime training centers in the country using the systems theory (input-process-output) framework. The input variables include human resources, physical/ material resources & training program implementation. The process variables were instructional process and classroom management, and management and administrative system. Likewise, the output variables were the trainee-seafarers knowledge and skills gained, and the degree of satisfaction on the services provided by the training center.

    Research Utilization

    Through benchmarking, maritime training centers/ institutions will be able to identify the significant strengths and weaknesses of their present educational and training systems and find out ways to correct and improve them. Information gathered in this study will help find new solutions to common problems and reduce costs while optimizing the quality of service offered to students and clients. The study will likewise provide managers with an external point of reference or standard for evaluating the quality and cost of their organization's internal activities, practices and processes.

    The Management Level Training and Development Plan: An Examination of Training Requirements, Training Availability and of the NMP's Role

    Brief Description:

    The study looked closely into the required training programs for operational and management level officers as laid out in the Management Level Training and Development Plan (MLTDP). It examined government policies in the delivery of training services vis-à-vis the supply and demand scenario in the provision of mandatory and other value-added trainings required of existing and potential MLOs.

    Significant Findings:

    Data were generated through the conduct of in-depth interviews with representatives of the employers sector comprised of ship owning, ship managing and manning companies; document analysis and administration of 2 sets of questionnaires to 50 shipping/manning companies and 34 training centers.

    Risk/ Safety Management, Technical Report Writing, and Leadership Skills are the top three identified training needs of management level officers to make them more competitive.

    The study revealed that provision of training courses for value-added qualifications outside of international standards and regulations aimed at addressing current and future skills gaps suffer from a number of shortcomings. Value-added training courses are generally not being offered by training centers, with course offerings primarily concentrated to mandatory trainings. Also, training needs identified by employers could not be adequately met locally, thus the need for companies to contact foreign training providers. While in-house trainings can be seen as pragmatic solution to changing and diverse set of needs, these solutions are reactive in nature and are driven by the necessity to undertake corrective action rather than as a proactive company strategy to update skills of crew.
