NMP Expedites Preparation for Ratings’ Assessment Center Accreditation
The National Maritime Polytechnic (NMP), the leading maritime training and research agency in the country, with principal address at Brgy. Cabalawan, Tacloban City, expedites its preparation for accreditation as an Assessment Center for Ratings (Deck and Engine).
It is recalled that the NMP underwent inspection last 12-15 December 2016 with regards its application for accreditation as an assessment center at the Maritime Industry Authority (MARINA). The key areas evaluated consist the general requirements, facility and equipment, qualification of assessor/s, system for the conduct of assessment, publication and manual, simulator equipment and facilities, engine simulator, scenarios for Ratings Forming Part of a Navigational Watch (RFPNW) and Ratings Forming Part of an Engineering Watch (RFPEW) and practical assessment instruments.
The main activities undertaken that carefully addressed the minor deficiencies include the development of the Assessment System Manual, revision of the Quality Procedure on the Assessment Program for Ratings and the formulation and pilot-testing of the assessment tools for deck and engine scenarios as against the competences prescribed in Regulations II/4, II/5, III/4 and III/5 of the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) Convention.
Assessment is an integral component in the implementation of maritime education and training programs necessary for seafarers’ certification under the Convention as amended in 2010. It measures the competence level required of seafarers prior to the issuance of appropriate certificate to ensure that knowledge, understanding and proficiency gained are sufficient in the performance of their duties and responsibilities on board ship.
The NMP, being the only government maritime training and research agency in the country, takes pride in improving the qualifications of Filipino seafarers for their employment acceptability and enhanced competitiveness. The NMP’s accreditation as an Assessment Center for Ratings will significantly benefit more seafarers especially those coming from the Visayas and Mindanao regions.
Meanwhile, the NMP continues to upgrade its facilities and provide maritime trainings required pursuant to the STCW as amended in 2010 and other employer required trainings. It also conducts maritime studies to come up with policies for the improvement of the manpower sector of the industry.
