NMP Revives Partnership with LGU in the Conduct of Basic Safety Training to Local Motorboat Handlers, Operators and Fishermen

The National Maritime Polytechnic, a government-operated maritime training and research agency, with principal address at Brgy. Cabalawan, Tacloban City, revives the conduct of the Basic Safety Training for Motorboat Handlers/Operators and Fishermen in partnership with interested local government units in Region 8.

The three-day course aims to improve the basic safety skills of local motorboat operators and fishermen and expose them to new techniques in Personal Survival, Fire Prevention and Firefighting, Elementary First Aid and Personal Safety and Social Responsibility. Other salient topics are Rules of the Road, Typhoon Awareness and Marine Safety Requirements. Yet the contents may be modified dependent on the knowledge, skill and attitude (KSA) needed by the participants.

NMP Executive Director Dr. Romulo V. Bernardes, Maritime Training and Assessment Head Capt. Emmanuel Jesus Laguitan and some of the agency’s technical personnel presented the proposal on the said course to the Local Government of Palompon during the Session of the Sangguniang Bayan held last 22 May 2017 in Palompon, Leyte.

The conduct of the course will be covered by a Memorandum of Agreement between the NMP, the local government of Palompon, Leyte, Maritime Industry Authority (MARINA) Region 8 and Philippine Coast Guard (PCG) Station Tacloban.

The LGU will be responsible to identify and invite participants, provide the training venue , meals and snacks, and submit the necessary qualifying documents such as medical certificates and 2 x 2 ID pictures of participants. The NMP will design the training course in consultation with the MARINA and PCG, provide experts/resource persons at no cost to the LGU, as well as the necessary handouts, supplies and materials, and issue the Certificates of Completion to the complying participants.

On the other hand, the MARINA and PCG will provide resource persons to discuss the topic on Marine Safety Requirements.

After the concerns were answered by the group, the proposal gained the Sangguniang Bayan’s endorsement to the Municipal Mayor.

The project began in the 1990s when the NMP developed the Safety of Life at Sea (SOLAS) Course for fishermen as an extension service. It was initially designed for deep-sea fishermen in Albuera, Leyte, as more and more fisherfolks were becoming involved in deep-sea fishing thus exposing them to hazards at sea. The training was extended to representatives from the Barangay Coastal Resource Management Council (BCRMC) in order for them to re-echo the training and share the learnings gained to other barangay members.

Thereafter, the Rotary Club of Tacloban collaborated with the NMP, PCG and MARINA and implemented the same training with boat handlers and operators of smaller seacrafts plying the Tacloban route as participants. Three (3) batches were successfully conducted benefitting a total of one hundred twenty (124) participants.

The NMP has likewise inked similar MOAs with other LGUs such as the municipalities of Barugo, Palo, Babatngon, Capoocan and Tanauan, in Leyte; Cabucgayan, Biliran and Almeria, in the province of Biliran; Basey, Samar and Guiuan, Eastern Samar.
